    Tie together parsley, bay leaf and thyme. Place in a pot with remaining ingredients. Cover and bring to a boil. Simmer, uncovered, for 15 minutes. Strain and set aside until ready to use.

I seldom use cloves and wasn't sure how many to use. After some web searches I went with four; it seems that the number you should use is directly related to how much you like the flavor of cloves!
